Adds WebTransport constructor options and read-write attributes that let applications provide hints for the anticipated number of concurrently open server-initiated unidirectional and bidirectional streams. Constructor hints configure the initial QUIC stream allowance, reducing the risk that a server that needs high stream concurrency is blocked by the initial stream limit.
The CSSWG resolved to rename `anchors-valid` --> `anchor-valid` [1] and `anchors-visible` --> `anchor-visible` [2]. To accomplish this, we'll rename the properties to the singular variants, and add aliases from the plural versions to the singular versions. At a later date, we will remove the plural variants. For cross-origin resources, require that a resources is fetched with CORS for it to show its encoded/decoded body sizes as well as transferSize. For encodedBodySize/decodedBodySize this would replace the Timing-Allow-Origin gate, while transferSize would require both.

The Content Security Policy header treat-as-public-address was added as part of Private Network Access to allow non-documents to declare themselves as being in the public address space (https://wicg.github.io/private-network-access/#csp). It is primarily useful for testing. https://github.com/WICG/private-network-access/issues/88 highlights some issues with this header, and the decision was made to remove this header instead of moving it somewhere else. For testing use cases, the --ip-address-space-overrides command line flag can be used. This header was only ever implemented in Chromium; Firefox has never implemented this header and has no plans to. Safari has not implemented Private Network Access or Local Network Access and so does not have the header either.
The `anchors-valid` value was implemented as part of https://crbug.com/329703412 but subsequently reverted, due to spec questions about the exact definition of the value. Since that time, the value has been renamed to `anchor-valid` (see https://chromestatus.com/feature/5136123851571200) and also better defined to be clear that only the default anchor matters, resolving a lot of ambiguity, and making this value shippable.
Enables developers to control the reasoning effort and receive thoughts from the built-in AI Prompt API (window.LanguageModel). Developers opt in by passing options when creating session and/or prompting the model (e.g., { effort: "high", includeThoughts: true }). High-level semantic effort tiers ("none", "low", "medium", "high"), map to underlying configs (e.g. token budgets). Ephemeral reasoning tokens are automatically stripped from the persistent session context, and only surfaced to API clients when requested via `includeThoughts: true`, for flexible response ergonomics. This feature is an enhancement of the Prompt API (https://chromestatus.com/feature/5134603979063296).

Adds the WebTransportWriter interface for outgoing WebTransport streams. WebTransportSendStream.getWriter() returns a specialized writer extending WritableStreamDefaultWriter with two methods. atomicWrite(data) admits the complete write only when sufficient stream and connection flow-control credit is available; if the complete chunk does not fit, none of it is admitted and the stream remains usable. commit() marks successfully written bytes as a reliable prefix to be transmitted if the stream is subsequently aborted, provided the connection remains available. Atomic writes help prevent application-protocol flow-control deadlocks, but they do not preserve message boundaries or guarantee delivery in a single network packet.

Introduces two new attributes to render Capability Elements(<camera>, <microphone>, <geolocation> and <usermedia>) as compact icon buttons without text using the `display-mode` attribute and choose curated designs with the `icon-variant` attribute. New default CSS styles for customizable select have been standardized, and this feature adds them: https://github.com/w3c/csswg-drafts/issues/14256 These styles don't affect the functionality of customizable select, they just change minor things about the appearance like border-radius.
WebTransport.draining is a promise that resolves when the server indicates that the WebTransport session will be gracefully retired. Applications can use this signal to establish a replacement session while existing streams and the current session remain usable.
ProgressEvent is available in service workers, allowing developers to construct progress events with lengthComputable, loaded, and total attributes. This aligns service workers with other worker contexts and the XMLHttpRequest Standard.
